DIRECTOR OF HUMAN RESOURCES

SUMMARY DESCRIPTION


The primary goal of the Director of Human Resources is to assist the Superintendent of Schools and the Administrative Team in developing a superior workforce that emphasizes quality, continuous improvement, and high performance.  The Director leads the District in the recruitment and selection of candidates for all administrative, professional, technical, clerical, and volunteer positions.   The Director will be responsible for the administration of the district’s fringe benefit package. The Director will manage the Human Resource Department, including but not limited to policy and procedure compliances, staffing/hiring, contract administration, negotiations, employee relations, employee discipline, grievance/mediation/arbitration, benefits administration, safety compliance, workers’ compensation, and ongoing maintenance of human resource practices. The director also ensures that the district keeps a comprehensive record of all employees' personnel data including, but not limited to, salary, educational degrees, professional certifications and licenses, clearances, and professional development credit hours.

 The Director of Human Resources requires competence in personnel recruitment and management practices, strong organizational skills with attention to detail and excellent communication skills.

 The Director of Human Resources reports directly to the Superintendent and has management and leadership responsibilities related to human, financial, and material resources.  Minimum salary - $75,000 (negotiable based on experience).

 
ESSENTIAL DUTIES AND RESPONSIBILITIES

Overview

  1. Plans, implements, and maintains a system for the recruitment, interviewing, selection, and assignment of all qualified employees consistent with all applicable laws and contractual obligations. Related activities include but are not limited to posting job advertisements, mailings, screening applicants, coordinating interviews, interviewing candidates, checking references, and hiring candidates for positions.
  2. Develops and maintains a system of employee personnel records that provides a comprehensive and current record of all matters of employment, transfer, tenure, retirement, leave and/or promotion.
  3. Oversees and coordinates substitute employees. Supervises the AESOP substitute system.
  4. Conducts exit interviews of personnel leaving the district. 
  5. Supervises and evaluates the performance of the Human Resource Department Confidential Support Staff.
  6. This position may eventually be shared with another district of similar size.
  7. Will assume the duties and responsibilities of the District Safety & Security Coordinator to meet the requirements of Section 1309-B and 1316-B of the PA Public School Code as amended by Act 55 of 2022.

 
Compensation/Benefits

  1. Conducts benefit reviews, monitors sick leave, and certifies employee classifications and salaries.
  2. Responsible for the management of benefits administration, including the district’s health, dental, vision, life, and disability insurance benefits for all employees.  
  3. Manages and ensures compliance with FMLA requests.
  4. Coordinates the Workers’ Comp program.
  5. Assists in the collection of data used in contract negotiations, including, but not limited to, wage and fringe benefit comparisons and comparative contract language.


Employee Relations

  1. Plans, develops, and revises personnel management policies and procedures in accordance with applicable laws and contracts for submission to the Board for adoption.
  2. Engages in the research and development of Board Policies and Procedures and ensures proper adherence to District policy and procedures and ensures proper adherence to applicable contract language that is in effect for the District.
  3. Develops and maintains employee handbooks.
  4. Develops the process and format for all staff evaluations and ensures that all evaluations are done in a timely fashion using the appropriate evaluation forms.
  5. Works with principals and administrators to ensure that recommendations for discipline and/or termination of employees is handled appropriately and that all conferences, hearings, and documentation are in order. 
  6. Creates an atmosphere of trust and mutual respect, maintaining open channels of communication to and from staff.

 
Training and Development

  1. Develops and conducts orientation sessions for all new employees around policies and benefits. 
  2. Coordinates staff development for support staff.
  3. Plan for onboarding of all new employees and implement of a quality Induction/Mentoring Program.


Compliance and Record Keeping

  1. Monitors professional certifications and clearances required for all staff and volunteers.
  2. Directs the development, coordination, and record-keeping of Act 48 and Act 45 requirements.
  3. Follows and implements the negotiated agreements as stated in the bargaining unit contracts.
  4. Verifies the credentials, education, and experience of candidates required for employment and for volunteers.  
  5. Ensures that accurate information is maintained in compliance with all applicable federal, state, and local laws and regulations.
  6. Procedures and ensures proper adherence to District policy and procedures and ensures proper adherence to applicable contract language that is in effect for the District.
  7. Provides oversight of clearance tracking for all employees and volunteers.
  8. Serves as the Title IX Coordinator and Compliance Officer for the Americans with Disabilities Act.
  9. Manages compliance issues including, but not limited to, Title IX, Section 504, Right to Know, Affirmative Action, Sexual Harassment, etc.
  10. Manages and maintains files and records involving grievances and cases that result in arbitration and mediation.
  11. Ensures agreements with contracted employees are not in violation of current bargaining unit agreements.
  12. Prepares and submits all applicable required federal, state, and local reports.
  13. Responds to surveys, correspondence and other communication from various organizations as requested by the Superintendent.

 
Organizational Development

  1. Assists in negotiations with bargaining units, including collection of data used, and wage and benefit comparisons.
  2. Manages workplace safety committee.
  3. Attends school board meetings as requested.
  4. Serves as a member of the District’s Emergency Management Plan Team.
  5. Performs other duties and assumes other responsibilities as assigned by the Superintendent.

Supervises and provides formative and summative evaluation of the Human Resources Office.


Professional Qualifications

Requirements for the position include:

  • Minimum Bachelor's Degree in Human Resources Management Development or related field from an accredited university.
  • Current Act 34 Clearance, Act 114, Act 151, and Mandated Reporter Certificate.
  • Minimum 3-5 years' satisfactory management and/or administrative experience in a school setting or similar organization required.
  • Knowledgeable about contract negotiations, labor unions, federal/state regulations, and data technology coordination.
  • Demonstrated knowledge and application of effective human resources principles, practices and trends.
  • Executive Core Qualifications, including the ability to lead change and lead people, the ability to meet District goals with a focus on results, the possession of business acumen, and the ability to build coalitions. Must be able to lead and manage, and to ensure that targeted goals and initiatives are achieved.
  • Ability to enhance overall educational programs and services for all students by building capacity and consistency for effective change and sustainability.
  • Ability to increase capacity, accountability, and efficiency for improved effectiveness among administrative and professional personnel.
  • Ability to enhance communication, critical thinking skills, and collaboration among administrative and professional personnel.
  • Ability to promote team-building and shared responsibilities among administrative and professional personnel.
  • Ability to perform the above responsibilities at a high level.
  • Knowledge and ability to interpret and apply all aspects of Title 22 Education: Chapter 49 Professional Standards and Pennsylvania Department of Education certification and professional development requirements. Skilled in gathering, using, interpreting data as part of the decision-making process.
  • Excellent written and oral communications skills. The Director of Human Resources must be able to develop positive constructive relations with students, staff, parents, and representatives of community agencies.
  • Demonstration of continuous learning ethic and professionalism. Membership and participation in relevant professional organizations such as, but not limited to, National Association for School Personnel (NASP), Pennsylvania Association for School Personnel (PASP) and/or other relevant organizations.
  • Skilled in use of technological applications for personal and professional productivity including, but not limited to Microsoft Office, email, Internet research and infusion of technology into human resources office practices.
